About the initial engine start

hello!
Has anyone ever had a problem with an engine that when the throttle is completely off, the engine starts up very well, and the engine starts up with no acceleration or deceleration?
But when you open the throttle a little bit (1%, 2%, 3%, 4%, 5%...), it will fail to start without a direct ignition and fuel injection signal.
I don't know if this is my setup problem, because when I unplug the throttle position sensor it is the same phenomenon as above.

After closing the throttle and starting successfully, there is no problem with acceleration and deceleration

Cranking fueling and firs injection might be set to low, making the mixture 'lean' when you add in extra air through the throttle plate
