Can't Send Package - ECU Busy error

I'm working with a customer on an M130 that we were moving to a development license.
We couldn't send our newly built package, thinking the problem was related to the existing firmware package, we generated a new ECU License with the Clear Flag and installed that.

Now we have an empty ECU, however it still won't successfully Send a package -- It seems like we've got that problem where a full ECU Logging Memory prevents a new package send. The error message indicates ECU busy, and it eventually times out.

We tried to use Erase Logged Data... however, this complains that security doesn't allow erasing the logged data...

We've tried making a smaller package (even one with Security set to off), but we've still been unsuccessful.

Is there a workaround, or special package that could be loaded to allow clearing the logged memory?

When you are loading the package, have you tried the force shortcut?
Ctrl+Alt+Click Send Button

That is exactly the kind of tip I was looking for. We will give it a try.
