Exhaust Camshaft

I'm having trouble controlling my 2nd Exhaust Camshaft when I accelerate above 3,000 RPM. The 1st one operates perfectly and I'm not sure what it going on and how to diagnose. The actuator voltage drops to almost zero on the 2nd Exhaust Cam. Any ideas?

The voltage dropouts are your clues. I would look for broken wiring, or a failed actuator. If your actuators are the same, perhaps you could swap the bank 1 exh with the bank 2 exh and see if it follows the actuator or stays on bank 2.
