Gear Change Setup: Cut Mode 1

Hi,

I've searched the forum to no avail.

Could someone please explain the logic when using Cut Mode 1. I sprint race a Westfield with a Hayabusa motor and I'm struggling with flat shifting using Cut Mode 2 (not shifting gear, or hitting neutral instead of second gear after launch). I can't get my head around the modes description "Delay from next gear stable" ?
