Common rail diesel pressure reg control info sought

I am having to reluctantly get more involved with modern common rail diesel engines, and I know the new M series ecu's will have the ability to control them. I hope no one minds me asking a general question on them here? Over here in the UK there's a ludicrously expensive diagnostic tool available that has three basic functions. It stops the engine being able to be started. It monitors rail pressure via the stock rail pressure sensor and displays it digitally on a readout. it allows variable dwell pulses to be sent to the pressure control regulator valve via supplied break out leads, so you can check how much oomph the stock pump has and if it's functioning correctly. I am wondering if anyone will divulge what it takes to drive the regulator, current, voltage and pulse width wise, as I fancy making something myself to do this? Buying an M series as a diagnostic driver tool is a rather OTT and exotic option, right now, sorry What other diagnostic tools are people finding useful on these oil burning things? Thanks.
