I really havent seen this before. Are you logging in as aministrator?
Are you in Windows XP or Vista?
More info would be great..

I had a similar problem on my laptop. It turned out to be caused by Nokia PC Suite preventing the install from running correctly.
A quick fix is to boot up in safe mode to install the software.
The longer term fix is to find which programme is causing the issue and close it down.
