Upgrading ECU in Windows "Safe Mode"

It has been stated in other areas of this forum that difficulties upgrading ECU firmware can often be overcome by running Windows in "Safe Mode". This avoids conflict with other programs that may be running in the background.
My question is can this be done if you are using a USB to CAN converter (UTC)?
Would the required USB driver not be loaded?

you should not ever have to use 'Safe mode'

If your upgrade wont work any other way, then you have a problem that needs to be sorted out.
