Problem to buy an motec UTC

I'm a local tunner in REUNION ISLAND and i can't buy a motec Usb To Can , My local dealer don't answer his phone and when i'm contacting him by email , he is asking me for 150euro of account so i'm not in confidence with him.Last week i decided to write to all motec worldwide dealer to buy an UTC but the only one who answered me stop to communicate with me when i was about to pay him. Motec wrote to me and tell me that i'm free to buy my UTC from any dealer but now i have some doubts.
If whoever of you have an used or new UTC to sell me , it will help me very well.
