How to check Idle Air Control Valve on evo9 M800pnp

During engine running i put the air con on engine rev drop about 300rpm and not back up to target so i try to run the engine with unplug IACV with same result then i removed IACV out and test the output from 0-100% duty still nothing move, i tested 2 of them with same result so please kindly advise how to make the IACV working.

Remove the two 12v power wires (red) from the center two connector pins on the idle control motor connector, electrically isolate and tape to harness. M800 uses bipolar type stepper control on idle control.

Scott thank you for prompted replied but any reason why pnp ecu is unable to control oem IACV, also where i can get bipolar stepper that compatible with my throttle body and any additional setting need to be made to make it work, and again thank you very much for your kindness support

Scott, sorry just misunderstanding on bipolar stepper now just removed both 2 12v power line out of stepper but still can't control any movement where stepper just responded only direction fully in (0) or fully out (1) when I setting In parameter. I also change target RPM lower or higher still nothing change please kindly advice.

prop gain = .12
integral gain = 0
derivative gain = .08
dead band = 25
filter = 4
air con increase = 18.0
activate TP = 2.0

Just have a chance back home to input all config in to ECU but still not work seem like hardware problem but i already try with 2 difference steppers both of them not react anything even change aim rpm to 200 steeper still fully in.

Note: Stepper only responded to direction only 0 or 1
