PAS rack solenoid triggering question

Car is Skyline R33 GTR. How is the steering rack ("weight, effort, pressure", call it what you will...), solenoid triggered? Is it either open or closed, thus light or heavy, or does the stock ecu duty cycle it to give a linear steering effort change? There's a pressure switch in the PAS pump high pressure line, that signals an idle up speed increase when line pressure rises when manoeuvring, I am talking of a solenoid on the rack itself that bypasses HP oil . Is there any harm in just having a road speed signal trigger this open or dhut, to give light steering when parking or at very low speeds, and heavier, more "feeling" steering at say over 15 km/s hour? Thanks.
