Is there a floating voltage on the pdm inputs? I measured 12v on one today, is there enough current to cause a fire if this shorts out to ground?

I believe PDM inputs usually work by switching the input pin to ground - so I doubt this would cause a fire! The currents are probably in the region of a few milliamps

The inputs have a 10k pull-up resistor to batt +. If you were running the PDM at its maximum rated voltage of 30V you would get 3mA.

Certainly not enough to cause any issues.
