DBW 2009 WRX won't run below 2000 RPM

I need some help. My car won't run below 2000 RPM. the car is all stock except a new turbo. It idle nicely on reflashed OEM ecu.

It look like the throttle have a set of spring which give it a defalt openning at 10% should the system fail. Now i could only move the throttle anywhere from 10-100% but nothing below the mechanical preset of 10% for idle control.
The throttle won't move below 10% for idle control. the rpm gone down when I manually push the throttle body to below 10% though. I can't set the system to give me less than 10% throttle with DBW controlled by motec.

What could be the problem?

here is the hex file from my ecu. Does anyone sopt Whatt I have done wrong?

Hi,

You may need to calibrate your Throttle position sensor.
This is explained in detail here.
